An Integrated Councillor Induction Programme (ICIP) launch was held on 30 November 2021 at Birchwood Hotel in Gauteng Province. The purpose of the launch is to pave way for the rollout of all the provincial Councillor induction programmes into the local government system.

Under the theme, “Enabling ethical and dynamic political leadership” the purpose of the induction is to entrench a culture of accountability and ethical conduct for the newly elected office bearers to build a capable developmental local government that is responsive to the people and communities they serve.

SALGA is coordinating and delivering the ICIP in collaboration with COGTA, National Treasury, Auditor General SA, the National School of Government, LGSETA and a range of stakeholders within and outside of government.

Customarily post Local Government Elections (LGE), SALGA is responsible for the implementation of the Integrated Councillor Induction Programme (ICIP) which is rolled out nationally as part of the orientation for the newly elected councillors. This is part of SALGA’s ongoing role in guiding the transition, using the ICIP as an opportunity to renew and usher in the 5th Democratic and People-Centred Local Government, upskilling and capacitating the new councillors and the returning ones on their roles and responsibilities as they execute the mandate of local government. Central to the training is the importance of responsibility and integrity to ensure competence and skills when the councillors execute the mandate of service delivery to their constituencies.

In his welcome remarks, SALGA Acting President Councillor Deon De Vos urged the newly elected councillors to take the oath they took to service communities not just as a ‘follow-me’ words by the commissioners, but as an oath typically. He urged them to deliver on their commitments to better the lives of communities by doing their work diligently.

As the Deputy Minister of the Department of Cooperative Governance and Traditional Affairs (COGTA), Hon. Thembi Nkadimeng, addressed the audience she emphasized that "Local Government is everybody's business and as Government we need to partner with those entities that wish to make a difference in the local government sphere". "I wish all the newly elected Councillors all the best in their journey during the new term", concluded the Honourable Deputy Minister.

Mr. Ebrahim Fakir, Director of Programmes from Auwal Socio-economic Research Institute (ASRI) delivered a Guest Speaker address during the launch. "To inspire change we have to be responsive and accountable as Councillors and as municipalities. Communication needs to play a major role as municipalities implement their roles and responsibilities in serving people. Without growth and development, redistribution and delivery will fail. Post the elections, local government must transition from democratic politics to democratic government so that we are able to effectively support South African citizens", said Mr. Fakir.

Mr. Khaya Ngema, Independent Local Government Practitioner, provided an Insightful Perspective on the ICIP which was followed by an introduction of the ICIP Product Portfolio presented by Mr. Rio Nolutshungu (SALGA Chief Officer: Municipal Capabilities and Governance).

Go1 Live Co-founder and Director Mr. Melvyn Lubega gave a demonstration of the Leadership Village. The virtual learning platform will introduce an eLearning solution that allows for the delivery of training programmes while responding to the directives and regulations aimed at combating the COVID-19 pandemic. The virtual platform, known as the SALGA Leadership Village, will be introduced to the nation during the launch as a ground-breaking achievement that the organization has put together to deliver its training programmes, generic and credit-bearing in a virtual platform as it is done by other training institutions including Institutions of Higher Learning.

SALGA Chief Executive Officer, Mr. Xolile George, closed off the 2021 ICIP Launch today by emphasising on 'What is required of Political Leadership for Developmental Local Government:
(1) Provides community-wide leadership and vision
(2) Constantly builds its capacity to make policy judgements
(3) Is accountable and transparent
(4) Builds partnerships and coalitions
(5) Represents the diversity of interests
(6) Demonstrates value for money"
