Description: Specialist: Water and Sanitation - (5 Year Fixed - Term Contract)

ROLE OVERVIEW - The Specialist: Water and Sanitation role reports to the Portfolio Head: Trading Services and will be required to support and advise to
local government in various policy matters related to water and sanitation.

Description: Legal Advisor X2

ROLE OVERVIEW - Reporting to the Senior Manager: External Legal Advisory Services, the Legal Advisor is responsible for providing and facilitating legal advisory services in support of municipalities. The incumbent coordinates legal advisory services to ensure that SALGA execute its legal support and advisory role to municipalities. The incumbent co-ordinates and facilitates external legal work of the organization including liaison with external legal practitioners, government departments, municipalities and other stakeholders.

Description: Senior Manager: Municipal Health (5 Year Fixed-Term Contract)

ROLE OVERVIEW - Reporting to the Portfolio Head: Health, Community Services & Inclusivity, the incumbent will lead local government in providing solutions and improving performance in the area of Environmental Health/Municipal Health, Primary Health Care and HIV and AIDS response. Represent SALGA on key IGR platforms such as National Health Council (NHC), Technical Advisory Committee of NHC and other relevant stakeholders. Acquire and utilise cutting edge research and information to provide high quality advice on health services in local government to both municipalities and other spheres government. Establish and maintain partnerships with strategic role-players nationally and internationally that will benefit local government in respect of health services.

Description: Finance & Asset Management Officer

ROLE OVERVIEW - Reporting to the Manager: Finance and Corporate Services, this role will provide an efficient, effective, well governed Fixed Asset Register service to SALGA through implementing policies, procedures, and systems to ensure the effective control and safeguarding of SALGA’s assets.

Description: Programme Management Coordinator

ROLE OVERVIEW - The Programme Management Coordinator is a newly created position in the Operations Cluster. Reporting to the Manager: Programme Design and Resource Mobilisation, this role plays a critical role in coordinating the mobilization of SALGA resources to programmes/ projects where additional capacity may be required to deliver. The incumbent is required to work closely with his/her peers in the core business and support functions of SALGA to ensure a comprehensive, accurate, relevant and results oriented service offering.

Description: Senior Advisor: Human Settlements
Cluster: Infrastructure Delivery & Spatial Transformation & Sustainability

ROLE OVERVIEW - Reporting to the Portfolio Head: Built Environment, this role entails the provision of expert support and advice on behalf of local government in various policy matters related to sustainable human settlements and urban agenda. This role also entails using
knowledge from the external environment (monitoring and evaluation) and member unicipalities to participate in and develop policy processes, undertake research, interpreting legislative/regulatory requirements, undertake analysis, establish key trends and best
practices within the various policy areas for SALGA to influence and support operations and best practices for municipalities countrywide. Furthermore, the incumbent will be required to work closely with all Business Clusters at National Office, to ensure the creation of an optimal enabling environment and resource utilisation in delivering on the SALGA mandate.

ROLE OVERVIEW - The incumbent will be responsible for providing an effective coordination functions of Performance Management; as well as Learning and Development to ensure that training programmes and relevant projects are planned, implemented, and monitored as per legislative requirements.

 

Description: Advisor: Trading Services
Based in Free State Province Ref: 21/10/02

ROLE OVERVIEW - Reporting to the Senior Advisor: Trading Services, this role will assist in the identification of pipeline programmes extending from the existing programme, assist in coordinating different groups involved in the programme, establishes and maintains relationships with those groups and prepare reports on programme progress in line with funder requirements and programme management procedures. And to ensure that the programme initiatives are completed timeously, within budgets and to the agreed specifications.

ROLE OVERVIEW - Reporting to the Senior Advisor: HR, LR & Dispute Resolution, this role will provide generalist HR advice and support and monitor legislative, policy and procedural compliance in municipalities to strengthen the institutional capacity and governance in municipalities, to address municipal and capacity challenges and also to coordinate skills development and training of Councilors and Municipal Officials.

ROLE OVERVIEW - eporting to the Chief Officer: Municipal Capabilities and Governance, this role is required to provide support and advice to municipalities on all matters relating to the Governance and Institutional Development of municipalities, to develop, direct and manage SALGA programmes to ensure good governance and resilient municipal institutions.
