SALGA and NCOP gear up for Local Government Week (8-11 September 2020)

The South African Local Government Association (SALGA) in partnership with the National
Council of Provinces (NCOP) will next week, 8-11 September 2020, embark on a Local
Government Week under the theme, "Ensuring Capable and Financially Sound Municipalities."

The NCOP’s 8th annual Local Government Week programme is aimed at mapping out interventions to change the current state of Local Government to become a capable and financially sound to advance the fundamental tenets of a Developmental State. The Local Government Week, which will be virtually hosted and broadcast on Parliamentary TV (DsTV channel 408), comes at a time when the country’s municipal finances took a heavy knock due to the Covid-19 pandemic which resulted to shrinking revenues while on the other hand municipal services had to be widened and extended.

On Tuesday, 8 September, the keynote speaker of the long week programme will be Minister of
Cooperative Governance and Traditional Affairs, Dr Nkosazana Dlamini-Zuma. President of
SALGA Cllr Thembi Nkandimeng is scheduled to give an address on “Building A Coherent Approach to Addressing the Interlinked and Interdependent Challenges facing Local Government in South Africa”, while Minister of Finance, Tito Mboweni, will speak on the “interventions to change the current State of Local Government to build capable and financially sound municipalities”.

Amongst others, this year's sessions will include improving the State of Local Government Revenue and Expenditure: a closer look into interventions to improve municipal spending on Conditional Grants and build sound revenue systems for municipalities, the role of the NCOP in overseeing a District-Wide Framework to enhance the functioning and financial sustainability of municipalities, plans to improve service delivery, financial management and develop capacity in the local sphere of government, especially in municipalities under Section 139 (with repetitive disclaimed audit opinions).

The main topics for discussion at the four-day Local Government Week programme are to be officially opened by NCOP Chairperson, Hon. Mr Amos Masondo. National and provincial SALGA leadership, Parliamentarians, the Presidency, Cabinet Ministers and MECs, the Land Bank, Stats SA, Fiscal Finance Commission, independent analysts and the relevant strategic entities are expected to be the main drivers of the Local Government Week programme.
