SALGA 2017 Municipal Health Summit Resolutions

Delegates attending the 2017 SALGA Municipal Health Summit have urged SALGA to consult COGTA on the development of the legislation on the Municipal Health Services (MHS) and called for COGTA’s decisive leadership on the equitable share and the prioritisation of MHS.

The summit discussed different matters impacting on the delivery of municipal health services by local government, these included:

• Respective roles and responsibilities of COGTA, DMs and Metros
• Community services by EHPs, including funding
• Auditing and monitoring of MHS, including equitable share allocations
• Inclusions of the reporting by municipalities on MHS in the auditor general report
• Prioritization of the MHS within the development in the local government
• SALGA to engage municipalities that have not signed SLAs or MOUs in relation to devolution to initiate the process in the next three months
• Municipalities to develop environmental health plan, get it approved and find its place in the IDP. Municipalities to share their respective environmental health plans with SALGA on annual basis
• MHS managers to participate in the budget process of their respective municipalities
• CFO’s to share information on equitable share with MHS managers
• Municipalities to progressively advance efforts towards the achievement of the 1 EHP: 10 000 population ratio
• Municipalities to encourage and support EHPs to improve their academic and professional development
• Municipalities to ensure that EHPs comply with legislation related to authorization and appointment
• The Working Group (SALGA, Department of Health, HPCSA, SAIEH and COGTA) to prepare a submission for the amendment of legislation and policies in relation community services and any other related matters
